Was Harbhajan's downgraded suspension right?

A charge against Indian Test spinner Harbhajan Singh has been downgraded at a ICC appeal hearing. Is that the right decision?

4 Jan 10 Harry is still playing test cricket whereas those 2 obnoxious weeds, symonds and Hayden have been put to pasture.
